Is there a way I can import a .pst backup from the 2003 Outlook on my
notebook to the 2000 Outlook on my work PC without installing Office 2003? I
worked from home for six weeks and now I need to consolidate all my mail on
the PC's system.

On your laptop, create a new pst file in 97-2002 format.
Copy all your data to this pst file.
copy pst file to desktop. Do NOT overwrite the esxisting file.
Then in Outlook do File-Open-Outlook Data File and copy data to your
existing file.

Do NOT use the import function.
Why not?

Importing an entire PST may well corrupt your profile and may create a ghost
PST that you can't close. Importing PST's will lose:
1. Custom Forms
2. Custom Views
3. Connections between contacts and activities
4. Received dates on mail
5. Birthdays and anniversaries in calendar
6. Journal connections
7. Distribution Lists

Opening a PST file will preserve all of these. That is why we do not advise
people to import a native file into Outlook.

No you cannot
You would need, on the OL 2003 PC, within OL create a pst in old 'ansi'
format, then copy data to that.
Then with OL closed copy this pst and paste it to eg Documents folder on the
work PC, before then in OL File>Open......browse to this pst, then copy data
