I am using Outlook 2003. My mail server is iPlanet messaging server

I have my email account in outlook configured as IMAP. I successfully
send and recieved messages without issue. To make my inbox available
offline, I have the inbox setup (In tools/options/Mail
Setup/Send-recieve/Edit/Folder Options set to "Download complete item
including attachments" This way all items in my inbox should download
fully, without me actually opening the mail item, and be available for
use offline, including the attachments.
This doesn't seem to work. Some mail items are available offline, some
are not. I don't see any pattern. I see no pattern due to large size
of mail items, some large and small are available offline, some are
not. I do have about 800 messages in the inbox, not sure if that has
an effect or not.
I have deleted the email account, removed the associated pst file, and
recreated the account with proper settings to download full item and
attachments, but it is intermittent in what is available offline and
what is not.
I cannot find anything on the usenet, nor on MS site regarding this.
