When Double clicking any image Explorer stops and the following is logged in the event viewer the DLL does exist and at the location.



Windows cannot access the file C:\Program Files\Windows Photo Gallery\ImagingEngine.dll for one of the following reasons: there is a problem with the network connection, the disk that the file is stored on, or the storage drivers installed on this computer; or the disk is missing. Windows closed the program Windows Photo Gallery because of this error.
 
Start by opening up the folder

C:\Program Files\Windows Photo Gallery

and seeing whether the 'ImagingEngine.dll' file exists, or whether it's
somehow been deleted.
