Image editors with Photoshop plug-in support?

Hello.

Other than GIMP, whose Photoshop plug-in support is still very buggy, is
there any image editor (*I don't want image viewers!!!* like IrfanView
or XnView) that support Photoshop plug-ins?

IrfanView is the *best*! XnView is so buggy it sets off my 'Bug Zapper'
every time I load it!!
Gohd I Hate the smell of Burnt bugs. :(

I dont know of anything other than the Gimp.

XNView always crashed through several versions for me, when
implementing PSD filters/plugins -- but IrfanView does the job
everytime.

I found that Pixia supports Photoshop plug-ins with a download of a
special filter.
