Image Distorted On Mouse Over

I am using FrontPage 2002.
I have created a simple text image in PhotoShop. When I
insert this in the page it looks fine. When I call the
image with "On Mouse Over", it is distorted, even though
other text images look fine in this context.
Any ideas?
 
Distorted how?

And what is the onmouseover behavior do?
