Image Converters?

Does anyone know of a program that can convert the format of an image (e.g.,
BMP to JPEG)?
I normally use the Paint program to convert an image's format, but I was
wondering if there is a program that is designed specifically for this.

It's pretty hard to beat Irfanview which also happens to be free.

I suggest the free Irfan View, www.irfanview.com which will also do
crop; resize, and very convenient color adjustment, and handle printing,
in a very wide range of formats
