Image and Fax Viewer

I have an end-user running Win XP and they can not view
jpg or gif files. Image and Fax Viewer is an option when
the image is right-clicked, but it will not launch the
application. A restore was performed on this end-user's
hardrive after a new hard drive was installed and several
quirky things are happening. I see the shimgvw.dll file is
present and when I try to regsvr32.dll it does not appear
to be registering the file. I deleted the HCR/SystemFile
Associations/image..... reg key, and then tried to enable
the file again, copy a new shimgvw.dll file, and then
regsvr the dll.......???? Any ideas?

It is possible to restore those dll's to their previous state by running
SFC.EXE in the Windows/System32 Folder and selecting to restore a file from
the CD.
