I'm trying to print L7171 lever arch lables but the print does no.

I'm trying to print Avery L7171 Lever Arch File Labels but the print does not
print within the lables - even though I've selected that particular lable in
Options.

Do you have headers or footers in your normal.dot template?

Have you tried printing to a plain sheet of paper fed from the printer paper
tray rather than from any bypass arrangement. It that prints OK then the
problem is one of paper feed to the printer - fairly common with low-end
printers.
