illegal instruction message

I have been receiving a message, usually while on the internet ,that reads
16 bit MS-DOS subsyste
C:\Windows\System32\surte.ex
The NTVDM CPU has encountered an illegal instructio
CS:053f IP:02c7 OP:63 61 31 33 3
Choose "close" to terminate the application
Close Ignor

Then , I will close or ignore it and it goes away. But, whether I close it or ignore it, when I shut down my computer it reads
End Program - C:\Windows\System 32\surte.ex
Windows cannot end this program. It may need more time to complete an operation. To return to windows and check the status of the program, click cancel. ( I do this and there is no program running) If you choose to end the program immediately, you will lose any unsaved data. To ent the program now, click end
The message keeps coming up
I would like to know what to do to stop this message from appearing
Any help would be appreciated
