IIS issue - xp pro

Hi there, I've been trying to load IIS but any time I do
It asks me for a dll theat doesent exist on the CD or hd
how is the posiable?
 
Sorry the name of the dll would help. It's looking for
fxsapi.dll. it's also looking for the service pack 1 CD
which I dont have as I have just got this system? Any
suggestions
