IIS configuration on server 2003 (6.0)

Hello All!
I just upgraded my FTP server from 2000 to 2003. I am setting up my FTP
sites under "isolate users" (users must be assigned an FTP home directory
within the root of this FTP site.) In the Security account tab, I am
unchecking the "Allow Anonymous connections". I do NOT see the option for
"FTP Site Operators" in which I would enter the users email address using
windows 2000. I want to give my users access to this FTP site only. I do not
want everyone to be able to access one anothers directory. Am I missing
something?

Any thoughts or help out there?
