If you "extract" the MSG files and attachments from all folders in a PST,
will the file size remain the same? In other words, if the PST size is 2G
and you stored all of the individual emails and attachments outside a PST
file on your computer, would the size still be 2 G or is there some sort of
automatic compression or something in the PST?

Yes because Outlook will not automatically shrink the file. The user would
have to r-click on personal folders and select properties > advanced button

And if you're going to do what you Neo suggests, you're better off just
creating a new PST. But what you describe for reducing the size of your PST
is not as practical as creating a second PST and moving SOME of the data to
the seond PST. Using PSTs is better that keeping the messages as external
files.
