IE8 & other programs wont load

I tried to open ie8 today, i get the hour glass for a few seconds but nothing
opens.

I checked the event viewer and found this error:

I click on the help and support link and it opens but when I try one of the
links for a solution nothing happens, I assume its trying to open ie8. When I
restart the computer I get a window saying ccSvcHst is not responding and
rundll32.exe is not responding. after I end thos all my applications load
then the computer finishes the restart.

I can get ie8 to run in safe mode but when i restart it I have to end
rundll.32

my system is windows xp sp3

I will do that for norton but any idea why I cant get some applications to
work properly or is this the reason?

So far IE8 and firefox, I can get them to work in safe mode. I tried to run
malwarebytes but could only get a quick scan to work, it locks up when I try
a full scan. I tried to open the control panel to check for anymore error
repoprts but it wont open now.

As I Said before when I go to restart the pc I get two pop ups for ccSvcHst
and rundll32.exe that say they are not responding and do I want to end them
now, once I do the programs I tried to run load but then the pc restarts.

I will restart the pc and see if I can get anymore error reports.

UPDATE:

I ran an error check in norton 360 while in safe mode and in said I needed
to remove n360 and reinstall. After doing that everyrthing started to work
correctly.
