IE7 - windows xp system changes

Having installed IE7 on Windows XP Home Edition, I have found a number of
(undesirable) general system changes have been made. Whenever I log in, I
find the 'language bar' is displayed in my start bar and the start bar is
limited to two lines (one for program launch icons and one for current
program tabs). I tried uninstalling IE7 but windows still fails to retain my
start bar settings after logging off. Any ideas of how to fix this?

I see in http://www.microsoft.com/windows/ie/ie7/default.mspx that
the recommended newsgroup is microsoft.public.internetexplorer.general

In a proper newsreader:
