IE7 messed up my computer

After installing IE7 and then restarting, all of my icon shortcuts have
forget how to open thier programs. I would get a message saying windows
didn't know how to open problem and told me it could look on internet or I
could browse. I chose to browse and went to the coresponding exe in the
C/windows/programfiles folder and got it to open nero. Now all my shortcuts
open this program (nero).

I had to use appwiz.cpl" to open add remove programs and removed IE7, but
this did not fix. I tried to use system restore in safe mode to go back
before IE7 install, but it says system restore is turned off and to log in in
regular mode and turn on. Well, my help and support button will not open
either.

My question is, is there a command I can type in "RUN" to open system
restore so I can turn it on?

If it was/is off - turning it on now will not help you.
Restore to your last good backup and/or perform a repair installation.

It sounds like you were infested with something prior to IE7 getting on
there - although why IE7 would have triggered things is either coincidence
or something I just cannot put my finger on.

I would suggest that most problems related to IE7 screwing up, either during
installation or running after having installed, are intrinsically down to
spyware/malware resisting all attempts to have it's cage rattled..

It would also appear that some AV products do the same.. AVG free did not
kick back, but Norton Anything and some versions of McAfee did..

The IE7 download page instructed the user to disable any AV program during
installation.. it is a pity that the auto update did not do the same..
