IE7 File Send Link Sends Data in Latin-1, not UTF-8

For a page with a non-ascii character in its title (e.g.
http://en.wikipedia.org/wiki/Soufflé), I choose File, Send, Link by
Email.
This causes the Subject to be transmitted in Latin-1, even though the page
is encoded in UTF8, and even though I have selected "use UTF8 for mailto
links" in my internet options. This is causing display problems in my mail
client (Yahoo Mail executing in IE7). (Yes, I know I can use View/Encoding to
correct the problem, but I don't think I should have to.) With Firefox on the
same page, File, Send Link opens up an IE7 Yahoo Mail page which does display
correctly. Is there any way to change IE7's behavior to send UTF8 when
sending links? If not, shouldn't there be? It seems like it could (should?)
use the "use UTF8" setting.
