Your current Identity may be damaged, especially if its the default
Main Identity. Try one or more of your accounts in a new Named
Identity...
File | Identities | Add new identity
Assuming all is well, (1) compact all folders in the old identity,
(2) import messages from the old identity into the new one, and then
(3) delete the old one (File | Identities | Manage Identities).
If still no joy...

You may be seeing the effects of a hijackware infection!
NB: If you had no anti-virus application installed or the
subscription had expired *when the machine first got infected*
and/or your subscription has since expired and/or the machine's not
been kept fully-patched at Windows Update, don't waste your time
with any of the below: Format & reinstall Windows. A Repair Install
will NOT help!
Microsoft PCSafety provides home users (only) with no-charge support
in dealing with malware infections such as viruses, spyware
(including unwanted software), and adware.

Also available via the Consumer Security Support home page:

Otherwise...
1. See if you can download/run the MSRT manually:
http://www.microsoft.com/security/malwareremove/default.mspx
NB: Run the FULL scan, not the QUICK scan! You may need to download
the MSRT on a non-infected machine, then transfer MRT.EXE to the
infected machine and rename it to SCAN.EXE before running it.
2a. WinXP => Run the Windows Live Safety Center's 'Protection' scan
(only!) in Safe Mode with Networking, if need be:
http://onecare.live.com/site/en-us/center/howsafe.htm
2b. Vista or Win7 (but not Vista 64-bit or Win7 64-bit) => Run this
scan instead:
http://onecare.live.com/site/en-us/center/whatsnew.htm
3. Now post the requested information (logs, etc.) in your own, new
thread in one (only) of the following recommended forums for
assistance by an expert in such matters. DO NOT SKIP THIS STEP!!
• SpywareHammer: Malware Removal
http://spywarehammer.com/simplemachinesforum/index.php?board=10.0
• Spyware Warrior: Help with spyware removal

If these procedures look too complex - and there is no shame in
admitting this isn't your cup of tea - take the machine to a local,
reputable and independent (i.e., not BigBoxStoreUSA or Geek Squad)
computer repair shop. </canned>

Are you in the habit of leaving OE open 24/7, even while the
computer's in Standby or Hibernate mode overnight?
no.
How many messages are located in your Inbox folder right now?
6 unread; 2 read
How many messages are located in Sent Items folder right now? 30
How many messages are located in Deleted Items folder right now?
NONE
How frequently do you compact all OE folders? [Don't do it right
now, just answer my question.] DAILY offline

Still going on -- as soon as I hit File/Send/Link and the OE
window opens I'm 'stuck' in a website with open email window,
and nothing will budge.
Take some of this back, PA Bear - it only "does it" when I have
more than 1
OE window open; then they're all frozen, until I shut OE down.
