When I use the Open in New Window command in Internet
Explorer,the new window may not use the same view or
layout as the parent window. How do I set it so that all
new windows always open maximized.

Open such a link.
Don't use the maximize button.
Stretch the edges/corners so that the window fills the screen.
Close all other IE windows.
Close the stretched window.
