IE6 windows wrong size when opened

I have a system, a recent clean install of os, ie6 and
all service packs, patches etc.

when an ie6 window is opened it opens maximized (
supposedly). The window upon opening covers all of the
screen horizontally, but only half of the screen
vertically. If you click on the min/max button the
window switches to minimized ( however does not resize at
all), click again and the window is maximized and it now
resizes to cover the whole screen. If you click on a
link and select open in a new window , the new window
once again opens all the way from left to right but only
half of the screen vertically. If you click on the
max/min button this time it maximizes to the full screen.
( the new window opens in minimized mode). If you open a
couple more links in new windows ie 6 crashes and you get
a send error info to microsoft menu.

IE 6 has been re-installed twice and the behavior
continues.

Any ideas?

Try:
With only the affected window open (and the taskbar NOT set to autohide)
grab the top of the taskbar and pull it up to 2 or 3 times its normal
height. Then close the window, resize the taskbar, reopen the window.
Or
With only that window open, right click the taskbar and choose "tile
vertically" (horizontally should also work.)
Or (a registry edit)

To get all windows to open full-size...
Open a page which has some links on it. Stretch the page out to full size.
R-click> open in a new window one of the links. Stretch that window out to
full size.

Close the FIRST window. Then close the second window.
