IE6 Windows 98 SE - Cannot download files/programs

I am unable to download files/programs with IE6 - there is no response when I
click on "download" navigation bars. As a result I cannot upgrade IE6 on
Windows update. I have tried reinstalling IE6 on several occasions to no
avail. Otherwise the program works ok. Any tips/help would be greatly
appreciated.

Any program download and some random navigation bars. Eg if i run windows
update - select programs to download and then click on "install now" nothing
happens. Another example - Multimedia Flash download - hit the download now
button and there is no response. The PC does not hang up - there is no
response for a few minutes. I tried downloading account details from
internet banking and it wouldn't download them either. Hope this is more
explanatory.
