IE6 toolbars are locked...no option to unlock

I'm unable to unlock the toolbars and as a result am
unable to edit the buttons.
A few weeks back, a third party search program changed
something and ended up removing the search button from
the browser toolbars. The program has since been removed
but I'm still unable to modify the toolbars.

"NoToolbarCustomize"=dword:00000000
"Btn_Search"=dword:00000000
"SpecifyDefaultButtons"=dword:00000000
