....attempt to open only certain web sites - sites that I never had
problems with before! One particular site/activity is performing a
Windows Update. The page freezes at the initial page "Checking for the
latest version of the Windows update software". When I ctrl-alt-del,
sure enough the Internet Explorer states "not responding".

Once this occurs, nothing more I can do but to "End Task" it. At this
point IE can not reload until I restart my PC. Another example of a
site that causes the same effect is www.cingular.com after I attempt to
enter my account info.

Note that I did peform (multiply times, in no particular order) the
following:
1.) IE6 Repair Internet Explorer from the IE Repair Tool in the MS
System Information tool menu
2.) Reload Windows 98SE

Note: with the obvious exception of attempting to access Windows Update
site, I have no problems when I use Netscape 7.2 !! (...but I like and
want to use IE!)

First eliminate any spyware.
What You Should Know About Spyware
http://www.microsoft.com/athome/security/spyware/devioussoftware.mspx

CAUTION!!!!! Before you try to remove spyware using any of these programs ,
download a copy of LSPFIX from any of the following sites:
http://www.cexx.org/lspfix.htm
http://www.spychecker.com/program/winsockxpfix.html
(if your OS is Win2k or XP) The process of removing certain malware may kill
your internet connection. If this should occur, this program, LSPFIX, will
enable you to regain your connection.

See
Dealing with Unwanted Malware, Parasites, Toolbars and Search Engines

Note that AdAware and SpyBot S & D will each catch some things the other
won't. Also, each needs to be updated with the program's update function
before every use, even when just downloaded. There's also a lot more to do
than just those two programs. CWShredder is also available here:

Frank -

Thanks for all the insight. I forgot to add that I do run with both
ZoneAlarm with Antivirus and SpyBot. Before I execute SpyBot, I always
check first for updates - same with ZoneAlarm.

I will check out the Layered Service Provider (LSP) fix, but what I
confused about is that I do have access to the internet, it's just some
sites freeze my browser. At first glance to the above links, the
suggested fixes appear to address an absolute connection problem to the
internet, not a sporadic one as I'm experiencing - or am I mistaken
here?

Spybot won't catch everything.
The LSP fix usually isn't needed until after the spyware has been removed.
