IE6 - address bar

I can't move or resize the address bar after following
the FAQ's and the IE how to resize. All of the bars
appear locked in size. How do I get them unclocked so I
can resize them. I have tried all of microsoft's
suggestions in their help files to no avail.

Right click the toolbar and uncheck Lock Toolbars.
 
Ensure "Lock the Toolbars" is unchecked in
View-Toolbars.
