cannot resize menu bar in IE6

For some reason, I can resize toolbars horizontally but
cannot create more rows in my IE menu bar. I get the
arrows saying I should be able to, but the bar will not
move. I do not get the option of locking the toolbar
either. Any ideas? please email responses, thanks.

Toolbars Cannot be Locked or Unlocked in Full-Screen View
When the Microsoft Internet Explorer window is in full-screen view, you
don't have the option to lock or unlock the toolbars as expected.
