Because that's the way Billy boy designed it....you can do a del/s index.dat
from a dos prompt but make sure the file in C:\WINDOWS\PCHEALTH\HELPCTR
\OfflineCache\index.dat is read only before doing it and it has to be done
from a boot disk which you can get at www.bootdisk.com
