I need to find out how I can fix the IE. If I hit a site
that requires a second browser to pop up it won't pop up
maximized no matter how hard I try it comes in a minimized
page every time

Try stretching the small window to full size. (Do not use Maximize)
Ensure that window is the last one closed and IE should remember the
size next time.
