IE won't start at all

when i click my shortcuts to IE nothing happens, so i went into the root folder and clicked the executable and still nothing. i just got done reformating my hard drive so i know it's clean. this started happening after i recieved some automatic updates from microsoft. i personaly believe that microsoft sent out a bad update. just wanted to know if anyone else had the problem.
