IE won't open new windows

Within the past two weeks, my internet explorer quit
opening new windows. I click on a link that should open in
a new window and it acts as though its going to work, but
the new window never appears. I have netscape on the same
machine and it is not having that problem. Any ideas? We
don't think we've made any changes to the machine that
could have caused this, buts its getting frustrating. We
connect to the internet via cable modem, if that makes any
difference.
