IE will not open new windows

Internet Explorer will not open any link that requires a
new window to open. The window opens with the toolbar and
navigation bar but the part where the page is supposed to
appear is just transparent, to where I can still see the
page that is behind it. Please help. I couldn't even
click on "New Post" to create this message; I had to use
Netscape because it requires a new window to open.
