IE wont access secure sites

I can get on to the site but when I go to log-in " page
cannot be viewed' I just had to run a system overlay
using my windows 98 source disk to restart my system.
anybody out there that can help
 
what other running programs do you have? sounds like a
conflict. or something is hogging your ram.
