Hi Ken,
This sounds like pop-up blocking software. Most are configurable to allow
you to allow pop-ups on some web pages. Pop-up blocking functionality is
popular these days and so you may have more than one program that provides
this. For example, the Google and MSN toolbars offer this, as does most
current AV software and firewall products.
