IE window not full screen (

My IE window does not fill my screen when full size. This
just started last week. The top is about 1/2" down and I
can't figure out why?

Any ideas? I am running XP.

OK some windows do go full screen and some don't thats

Kelly has a fix at line 60, right, to correct the window placement.
