IE will not except cookies!

IE will not except cookies on certain sites. (or all sites)
All of a sudden my IE started telling me that my browser
will not except cookies. Ex. When I go to a site such as
"MyEbay" and log in a page comes up and says my browser is
not set to except cookies. I have reset everything I can
think of and nothing works. How can I remove IE 6 from my
computer and re-install it? I did not get a disc with my
computer.
Please help!!!!!!!!!
