IE stops for 30 or more seconds

Hi,

My IE is giving me problems, my dialup connection will
stop for abput 30 seconds and then it will load up the
webpage I'm trying to go to. This happens every 5 minutes
or so. The strangest thing is, that this does not happen
to my downloads via download managers (the lights will
keep flashing while my browser does nothing). I've tried
to upgrade IE I had IE5 and now have IE6, but it still
does it. I've tried to uninstall my modem and use another,
same thing. Any help would be appreciated.

Btw. I tried the same dialup provider on my other PC and
there I have no problems, so it's not the ISP.
