All IE settings are held in the Registry.
You could export the four keys involved to a text file, though it may
be difficult to read and interpret.
Here is a list of the keys involved.
IE settings:

[HKEY_LOCAL_MACHINE\software\microsoft\Windows\CurrentVersion\Internet
