IE Security warning

We have 2 computers with exact settings. I can open a site on one and not
the other. I am trying to take a virtual tour of a hotel. Didn't know if it
was the pop up blocker, so turned it off. Every time my ActiveX bar pops up
and I click install, I get this message: Windows has blocked this software
because it can't verify the publisher. It irritates me that I can open it on
one computer but not the other. I have done everything to enable ActiveX.
When I click on it to run, I get the above message and taht's that. Even if
I don't need Active X, how do I get this rid of this message. I have been
getting error script messages too and feel they are connected. Any
suggestions?

Reset the 4 Security Zone settings to "Default". It sounds like a few
settings are set to a high restriction level preventing the add-ons from
loading.
From within IE, Tools, Internet Options, Security - Click each Zone
Icon and then below click the "Default" level.
