IE secondary window disabled and hyper link does not work.

Hi, after I applied the 6.1 patch and probably few more
others, I noticed that any secondary IE window launched
from the primary IE window comes up as blank and the hyper
link from an e-mail does not work any more. I tried to
restore all security to the default and tried to bring
everything back to the previous states, nothing works..
I might have to build the entire system again. It appears
to be working as if there is a hidden popup inhibitor, but
I have no popup buster installed ( iuninstalled them). Is
there any way that I can fix this problem without
rebuilding my entire Window 2000 system again. I tried to
re-install IE 6.0, but it did not work either. Dis-
allowing the secondary window sometimes good to block
those un-wanted advertisement, but most application use
the secondary IE window to do legitimate functions and I
do need to fix this problem Any tips would be really
appreciated.

Try this, I had problem opening a "new window" in IE6,
Hope it helps

1. Click [Start] [Run] type:
(Press Enter after each command)
Regsvr32 /i URLMON.DLL
Regsvr32 /i shdocvw.dll
Regsvr32 oleaut32.dll
Regsvr32 actxprxy.dll

2. Restart Windows
3. Open IE [Tools] [Internet Options] [Programs]
[Reset Web Settings]
Close IE6,
Open IE6

Also, If this does not help, run this

or
search for Q281679 in Microsoft.

I have XP Home and I had this problem.
I ran the EXE file from this link ( i copied link then pasted it in browser
cause of the problem).
I needed to search for a few files on my computer that it asked for but
other than that it seems to be working.
The only other thing I did was restart computer then go to Control Panel,
Internet options, Advanced Tab, and Restore Defaults.
