IE pops up small

I have win2k with ie6 (every thing is upto date) and when
I click on a link that oopens up a new window on any web
page it will open it up the size of the title bar and less
than 2 inches long. Ads still pop up at regular size. Does
any one know where there are settings for this? Thanks
