IE partially opens start page but doesn't go forward from there

We have two pc's running IE 6 on our network and only
those two have the problem. One is on Win 98 the other on
XP. The network runs on NT Server with a Proxy server.

One of the pc's that don't work is the boss'. I don't
know what else to tell him. Our computer guy died and I'm
supposed to learn all this stuff.

First eliminate scumware. See
