IE Page loading problem

When I open the IE it does not work (any address will give
an error).
However when I open the windows Explorer (File browser)and
turn it into an Internet Explorer (I just put an internet
address in the address line) it works fine, unless the
window will try to open a new window, the the new window
will be opened as before and will giv only an error.

Please help, this is very annoying.

Try this:
Click [start] [run]
Type: regsvr32 /i urlmon.dll [press enter]
regsvr32 /i shdocvw.dll [press enter]
regsvr32 actxprxy.dll [press enter]
Restart Windows
Open IE click [tools][internet options][programs][reset
web settings]

There's a good possibility that this is being caused by a third-party
program (adware, spyware, parasite).
