IE not working at all

When I open my Internet Explorer no websites including my
home page will load. At the bottom it says
it's "detecting proxy server", and then instead of loading
my homepage it attempts to load a
site "www.perfectnav.com" and all attempts to fix it have
failed for me. What should I do to correct this??
 
I have the exact same problem (WXP Pro). I have run AVG
and Adware, but the pattern files are not current, and I
cannot access the internet to update them. I cannot find
anything on Trend-Micro or Norton's web sites about this
particular page. Any thoughts out there?
