detect proxy setting

whenever i tried to open ie, it seemed that it was not
responding. at the bottom left corner, i saw "detect
proxy setting". it took me like 1 minute before ie could
load my homepage. if i use netscape, i can easily surf
my homepage without any delay or errors.

why does that happen to my ie?
and what can i do to resolve this problems?
