IE not opening up a new window

Clicking on internet shortcuts such as hotmail, internet explorer and favourities use a window that is already open and close any others.

I have unticked reuse windows for launching shortcuts, but this has not stopped. Has any one got any suggestions?

Please ignore this, I didn't think it had posted. The
window closed because of the browser problem. Please see
my later post - it's clearer!
