IE locks computer

I have a user running Windows 2000. The computer
frequently locks up shortly after you launch Internet
Explorer. Sometimes the home page loads and you can browse
a little before it locks. Sometimes the page doesn't fully
load. The keyboard and mouse freeze and you have to turn
the UPS off to restart the computer. I've run CWS and
Spybot, unchecked the 3rd party button, have great virus
protection. I don't know what else to do. Any ideas?
