IE issue

When I try to access :internet Options" under "tools" in
IE, I get a message that reads:

"RESTRICTIONS"
"This operation has been cancelled due to restrictions in
effect on this computer. Please contact your system
administrator"

I first noticed this after I installed the toolbar
from: www.toolbar.google.com Coincidence? I dunno.

Anyone have any suggestions aside from uninstaling the
toolbar? Because I did that, and the problem persists.

Do you have SpyBot installed? If so, have you checked the
security protections on the bottom of the Immunize page?
