IE hangs on startup with no-admin users

I have IE 6 SP1 with all recommended security updates
under XP Pro SP2. The only bigger change in my
environment in the recent past was to change my ADSL from
USB modem to Ethernet LAN modem (using NETGEAR RP614
Router).
Now, when logging as admin user IE works fine. But all
restricted users are unable to start IE (worked fine also
for them in the last two years): the button click starts
the process which has to be killed later but IE screen
doesn't appear.

any ideas ?

Check your system for "hijackware" (You must do so in /all/ Profiles):

You *must* seek updates for Ad-Aware, Spybot, etc., before each and every
use, even "right out of the box". But even then, they can't catch
everything. When all else fails, HijackThis
(http://www.merijn.org/files/hijackthis.zip) is the preferred tool to use.
It will help you to both identify and remove any hijackware/spyware. **Post
your files to http://forums.spywareinfo.com/ or the Spyware forum at
http://forum.aumha.org/ for expert analysis, not here.**

Also update your virus definitions and then run a full system scan. From
now on, do both daily.

I am having the same problem.
I have tried reinstalling IE many times. Could it be the newest version has
a bug for restricted users?
Its been working fine ever since we got our new computer last year and then
about a week or 2 ago it wouldnt open on restricted user's accounts.
Please help.
