IE group policy to control security level

I am trying to create a group policy that will control the
security level of Internet Explorer on a machine. I have
found the setting that will disallow a user to change the
setting but I want a policy that will actaully set the
security level the same for every user on the machine.
Ideally I would use group policy to set the security level
and then disallow all users from changing it. Any ideas
would help. I tried to use regmon to find the reg setting
that changes when I set it but I had no luck.

Did you look under User Configuration / Windows Settings / Internet Explorer
Maintenance / Security ?
