IE gone nuts, won't delete either

For months now my IE has been very screwy. I get nothing
but junk when I search on Google or anywhere else, I get at
least 10 blank popups, and it ends up crashing at random
times. When I tried to delete it, everything deleted once,
except the Connection Wizard folder. When I exited the
folder and came back, the Internet Explorer icon was back,
and the program was still running, even though it took a
while to start up. Is this the leftovers from an old
infection, is this a bug, and am I the only one who has
experienced this? It has driven me nuts, as I'm tired of
resorting to Netscape and Firefox for everything.

Also, when I go to most sites on IE, it will load the page
for a second, then will jump to a blank page. I have
updated virus definitions and ad scans and the whole works
but still, this thing won't delete and reinstalling does
nothing. Any help would be appreciated, I am trying to put
off the idea of reformatting as long as possible.

That's part of the problem, I guess I forgot to include it.
It won't completely uninstall, and it won't delete. So when
I reinstall, the old components are still there, and the
old problems are still there, and the reinstall does
nothing different... I don't even get a new IE icon on my
desktop, just a folder that says PLUGINS.

What version of Windows and IE are you using. If XP, do you have SP2
installed?
