IE failure

Every time I try to open explorer, I get a message saying
this program has performed an illegal operation and will be
shit down, if the problem persists, contact the program vendor.

Then When I close that window, i get another message saying

Microsoft internet explorer

An error has occurred in internet explorer and it will now
close

If you continue to experience problems, restart your computer.

I have restarted, nothing

I tried to reinstall IE but I cannot open any windows that
require IE so I never complete the installation.

The computer says there is another installation of IE that
has not finished and the computer shuts itself down,

Is there a way to fix the IE program?

Is there a way to change my windows settings so that I can
open other windows, like recycle bin, printer settings,
without using IE?

I was looking at other posts, beginning w/ opening control
panel, to enable third party, etc. but I cannot open
control panel,

Are you posting from another computer, or using another browser?

If you can download a small program, download and run BHODemon 1.0:
http://www.definitivesolutions.com/bhodemon.htm
It's about 130 KB- fits on a floppy disk. Use it to disable BHOs. If that
allows IE to function, see:

There are removal instructions in that thread.

Afterwards, see:

I cannot open control panel,

Run... (e.g. press Win-R and enter:)

control inetcpl.cpl
