IE EXPLORER

I am having a difficult time getting IE Explorer to work properly. I am
attempting to clean up virus. I think I have but am not sure. It seems that
if I have a security (Mcafee - or anything) it doesn't work as well. Is this
more likely a Windows problem or a Internet Service Provider issue?
 
what isn't working properly, what difficulties is IE giving you.
bascially what is the problem

Do you have any anti virus program installed?
 
When I click on the IE icon, it brings up a box, and the windows banner
moves, but nothing ever happens. I have McAfee on the machine, which I just
recently used to get rid of virus caused by putting Zoomtown DSL on my machine
